Pasha Hawaii and Matson Navigation announced a pass-through increase on costs for the Wharfage and Harbor DOT fees on all Westbound and Eastbound shipments for Hawaii. The changes will take effect on all sailings, beginning February 1, 2017.

In a news release to customers, Pasha Hawaii has provided the following, as an explanation of the new costs:

Pasha Hawaii will file the scheduled Hawaii Wharfage levels as outlined in a notice from the Hawaii Department of Transportation/ Hawaii Harbors Division. The filings will appear in tariff STB PHHD No. 006 which governs the movement of container cargo between the U.S. mainland and Hawaii. The first Wharfage increase will become effective on February 1, 2017 and filed under rule 998.
This increase is a pass-through charge from an increase imposed by Hawaii’s Department of Transportation, Harbors Division. The notice provided

“…the final rules reflect the recommended effective date of the first increase as February 1, 2017 (of 17%), followed by an increase of 15% effective October 1, 2017, and a third increase of 15% effective July 1, 2018, to allow for both the schedule necessary to support the harbor modernization financing and for harbor users, carriers and customers to plan for the increases in fees. Incremental rate increases of 3% or the consumer price index (CPI) rate, whichever is higher, will be implemented annually starting on July 1, 2019.”

The Hawaii Harbors notice also confirmed the Facilities Security Charge set to take effect on February 1, 2017. The Security Charge is $15 per container for Oahu, and $22.50 per container for Neighbor Island cargoes. The new fee will appear under Rule 340-K in our tariff STB PHHD No. 006.

The Wharfage and Security Charge apply on both Westbound and Eastbound shipments.
